Can I get a S.Korean study visa as an EU/UK citizen in Shanghai, China (on a tourist type)?

Hi there, I'm a UK/Irish/EU citizen here on a tourist L type for the summer. I need to get a study visa to go to my university in Seoul, South Korea while I'm here. How do I do this? Please, any help would be very appreciated!

Hi, first, prepare the relevant documents including your passport and its photocopy, the application form, a passport-style photo, valid visa for China, admission letter and the school's registration certificate, authenticated schooling certificate, health form, financial support proof.
Next, submit the application to the embassy of Korea through an appointed travel agency.
