Do I qualify for a 72 hour visa if I have a brief layover in another chinese city?

I am an American flying one way from LAX to PEK. The flight is not direct, but has a 3 hour layover in Changsha before going to Beijing. I also bought another one way ticket from PEK to SIN, 66 hours later. Would I qualify for the 72 hour visa?
