I have a stop over in Chongqing enroute to Beijing.

I have been advised I have to collect my luggage and check in the luggage for the CQ to Beijing flight. Is this an easy process and good signage to direct where to go for the check in and Customs clearance?

Yes, for the international to domestic transfer at Jiangbei Airport, you need to check the luggage and reclaim them. There are many clear English signs at the airport that can help you find the correct direction. Don't worry. BTW, the transfer procedures are the following:
Step1: Inspection & Quarantine, Exit and Entry Frontier Inspection
Step2: Baggage Claim
Step3: Customs Inspection
Step4: Going through Transfer Formalities
Step5: Security check
STEP6: Waiting & Boarding
