Consulates no longer processing visas for foreigners?

I am currently on a tourist L type but have been working to register and open up my own business in China. I have been given approval to work in China and the last step was to leave and apply for a Z type outside of China. I went to the consulate in Chiang Mai and was promptly told that the consulate is no longer processing visas for foreigners unless I am a resident of that place (I have to be Thai or have be living in Thailand). The consulate said that I may have to go back to the US (my home country) to apply for my Z type. Has anyone else recently come across this issue? Do you know if currently the consulates in Hong Kong, Bangkok, Manila or anywhere else in Asia is still process visas for foreigners or is this really a new regulation and I have no other choice but to go back to the US to change my visa?

Hi, Nathan, it is said that temporary visitor cannot make the application in Thailand, Philippines, as well as HK.
You can try to convert your current L type to a work Z type at the exit and entry administration of the local PSB within China. If it can be done, you don't need to go back to your home country or other countries.

I can go and check on that, but I am hearing from a number of sources that this is still not possible. It might be if I am working for a company in China that they can process my visa in town, but if I am opening up my own company (WOFE) then I have been told I still can't do this. I'll go and check but it doesn't seem like this is the case for me. Thanks for your reply.

Hello Nathan,
That's correct, I've try in different countries and it didn't work. I had to go back to my home country in order to apply for a work visa.
