About:72-Hour Visa-Free Transit

Seoul to Beijing with layover in Hong kong

So it's a weird situation but we are going from Seoul > Layover in Hong Kong> beijing > then hong Kong again. Is that possible?

Of course it's possible but you need a Chinese visa in advance.

I thought Hong Kong counted as a third region?

It does, but Hong Kong-Beijing-Hong Kong isn't a transit. So you can't use free transit. You need a visa.
