Hi, you don't need it if you fly to a third country or region different from the last one you come from after transiting in Beijing.
Otherwise, you need one, and you can apply for a tourist L type for that.
First, prepare the relevant documents: your passport and copy of its data page, a completed application form, and a passport-style photo taken recently, proof of your financial support, travel itinerary, round trip air tickets, and hotel booking record, an invitation letter. Next, submit the application to China embassy
You cannot make the application online.

In principle, you don’t need a visa as you are eligible for the 24 hour direct transit in Beijing. You just need to apply for a free temporary stay permit at the immigration office of Beijing airport and then you can go out of the airport.
