Can Japanese resident apply for China tourist visa in Philippines?

hi, i am a filipino holding a permanent japanese residence. since my two kids(japanese passport holders) are studying in the phils. i am here for vacation now. since it is summer vacation now in the phils. my kids and i want to tour in guangzhou china. my question is can i apply L type in phils.?
