transit thru shanghai podong airport

Question

Do I need visa or special permit process to fly form Hong Kong to Shanghai and depart from there to Mexico. I was told there is no passangers in transit zone at that airport to avoid migration procedure. I'm from Mexico

If you travel like HK-Shanghai (144 hours)-Mexico, you can enjoy the 144 hour visa-free transit in Shanghai. No visa will be required then. You can leave the airport as you wish.
