About:72-Hour Visa-Free Transit

UK citizen tourist in Singapore, heading Shanghai then Kuala Lumpur

Hello, with tourist visa law changing 1st May 2017...
Can I enter China with a 72hs free transit. go to Jixian for Marathon and the fly from Shanghai to Kuala Lumpur?
If this is possible, should I apply for this free transit here in Singapore CVASC or can I do ir upon arrival?

If Jixian isn't the administrative area of Sahnghai, zhejiang or Jiangsu, you cannot enjoy the free transit facility in Shanghai. You need to apply for a visa in advance.
