About:72-Hour Visa-Free Transit

Hi, If I fly MEL->CHANGSHA->HAIKOU and HAIKOU-> XIAN-> MEL.

Can I apply for visa on arrival in Hainan/Haikou?

No. You can't get a VOA. You have to have a visa in advance for that route.
