About:Chinese Embassies and Consulates

Eu citizen who leave in Uk need letter of emply and bank statement to apply for a tourism visa?

We went to the CVASC today with all the documents ( flights and hotels) when we get in the counter they inform us that the rules has change( last week) and we need to provide a letter of our employment and a Bank statement. Is this correct?
