is it possible for a new company being set up by a chinese to employ someone from ghana?

is it possible for a new company being set up by a Chinese to employ someone from Ghana? does it need to meet some criteria before helping in work visa acquisition for the foreigner?

It's possible but the company should be qualified to hire foreigners.
