About:China Tourist Visa

Can our 26 yr old grandson, who lives in San Francisco, turn in our applications for us?

We are 70 yrs old and live near Portland, Oregon. We would send all necessary paperwork to him and have him submit each application packet for us and, then, five days later pick up the tourist visas and mail them to us.
