American applying for Chinese tourist visa from India

Hello, I'm traveling through India near Mumbai and would like to apply for a Chinese tourist L type at the Mumbai Consulate. I'll be visiting an Indian friend who is working in Shanghai.
1. is it possible to apply in Mumbai as an American?
2. Does my Indian friend need to write an Invitation Letter?
3. What documents are acceptable for Proof of Legal Stay?
