Applying for residence permit in a city other than the spouse's birth/hukou place

Hello. Is it possible to apply for a residence permit OR its extension in a city other than where the Hukou (or ID card) of my spouse is issued from? For example if her Hukou is from Chongqing, is it possible to get or renew the residence permit in Shenzhen or not?
