It is possible to make the application from Singapore.
If you visit China for sightseeing purpose, you need to provide: your passport and copy of its data page, the application form, a passport-style photo, your EP pass and its copy, round trip air tickets and hotel reservation.
Next, submit the application to CVASC in Singapore.
