Paco, you can apply for it from the CVASC in UK. If you want to apply for a Chinese tourist L type, you should first prepare your passport and its copy, your residence permit in UK, the fully completed application form, a recently-taken passport-style photo, round trip air tickets and hotel reservation. And then submit the application to the CVASC.
