If you have residence permit in Singapore, you can apply from there.
If you go to China for leisure purpose, you need to provide round trip air tickets, accommodation arrangement, residence permit in Singapore, passport and its photocopy, as well as the application form attached with a recently-taken bareheaded color photo.
A single-entry tourist L type costs SGD90 per person.
