Hi, Janice, it's an international to international transfer both at T3 of PEK.
As I know, Air China provides luggage check through service. In this way, the luggage will be automatically transfer. You'd better to contact the airline and confirm this information again.
About the transfer procedures, after getting off the airplane, you can verify the boarding gate of your flight via the flight display screen, and then follow the guiding signs for the transfer circuit to head for right boarding gate if you holding a connecting flight boarding pass. If not, you need to follow the guiding signs for the transfer circuit to go to the Transfer Counter at 3rd floor for handling boarding procedures. Please follow the guiding signs to go through immigration, personal security check and customs inspection, and then go to corresponding boarding gate. Then show your boarding pass, visa or other valid certificates and go through the security check. After security check, you can go to the gate indicated on the boarding pass to have a rest and wait for boarding.
