Is Feb/March a good time to visit Tibet?

I am looking to arrange a tour to Tibet but have heard that Feb/March time isn't the best time to go. Is there a rule against this or is it merely a guideline?

Generally in February, it will be very cold in Tibet and it is not a good time for travelling. It is also not suggested to visit in March as it usually does not open for foreign tourists. You may consider visiting Tibet from April to November.
