Gene, as long as the departure country and the arrival country are different, you will be eligible, so the route is fine.0

The website says one has to leave Shanghai to a third country prior to returning to the USA.
So should I reverse my route, and go to Shanghai and then to Hong Kong rather than Hong Kong/then Shanghai?

The website never mentioned that. It just said you need to depart to a third country (i.e., cannot be the same country you came from). In your case, Hong Kong is the first, China is the second and the U.S. is the third.0
