i am confused about the order of allowed countries. I am flying BOS-HKG; HKG-PVG; PVG-SEA...is that

Gene, as long as the departure country and the arrival country are different, you will be eligible, so the route is fine.

The website says one has to leave Shanghai to a third country prior to returning to the USA.
So should I reverse my route, and go to Shanghai and then to Hong Kong rather than Hong Kong/then Shanghai?

The website never mentioned that. It just said you need to depart to a third country (i.e., cannot be the same country you came from). In your case, Hong Kong is the first, China is the second and the U.S. is the third.
