About:Hong Kong Visa Application

Is reference letters necessary for work visa application?

I am going to Hong Kong for an internship in a 4-star hotel. The hotel is asking for 3 references from my employment during summer and winter school breaks. Are the reference letters necessary for the application?
Is the application being submitted by the hotel or by I? If I am to submit, where in San Francisco should I apply for it?

Either the hotel or you can submit the application. If you submit, you should apply for it at the Chinese consulate in SF. As for the reference letters, I think this is the requirement of the hotel itself.
