I am an American citizen, taking a train from Beijing to Moscow in June, it's a group tour, I have a letter from my agent. What should I do next to get the tourist L type. I can go to your NY embassy.

You should prepare your other documents, including your passport and a copy of its data page, a completely filled-out application form affixe with your recently-taken passport style photo and a travel itinerary. Then go to the NY consulate to submit the application.
