Minimum requirements to obtain Z-Visa in order to teach English in China

My son have an opportunity to go and teach English in China. He is busy with his TEFL course. He DO NOT have a BA degree. Will he be able to get a Z-type without the degree? The agency through which he is working don't find it necessary for a degree. Is this legal??

Nita, usually, the bachelor degree and 2-year work experience are necessary. Of course, he can try to apply for the work Z type without degree, but I cannot assure what the result will be. Good luck!
