Tourist visa for an EU-citizen in Phils

Hi! Is it possible for a EU-citizen to apply for a tourist L type from China Manila embassy? I am here on holiday? Or can I visit Shanghai for 72 hrs without entry permit if I have a return ticket via HK, for example?

Yes, you can have a try, but I advise you to travel from Manila to Shanghai and then to HK, in this case, you can enjoy the 144 hrs free stay in Shanghai.
