a 5 day voa in shenzhen for an australian citizen, can he fly to qingdoa on urgent

Question

I have a staff member in Australia (Australian Citizen Mr David Smith )  with urgent request from two  Chinese companies to  inspect equipment  items to be manufactured in Qingdao and Guangzhou late next week, Can i get a VOA at Shenzhen border travel to Guangzhou, fly to Qingdao 2 days and fly back Guangzhou and depart Shenzhen within the 5 days?

The Shenzhen visa is not valid for travel outside Shenzhen. If he gets caught by local police (which he definitely will be since they have checkpoints at airports) then he will be deported.
