are you sure the 144 hour visa free transit is available in guangdong?

Question

Last week, I travelled through Guangzhou using a 72 hour transit.  I specifically asked a Border policeman if 144 hour was available for Guangzhou.  Answer - no, only Shanghai.

The central government in 2016 only approved the expansion and the implementation date is still unknown since the provincial government is responsible for that. Klaus, if the Guangzhou immigration says no, then the policy is not carried out, as I have personally called them to confirm.
