Can i use Philippine passport for VOA in Shanghai, but Im coming from Iran?

I have dual passport, I applied in China Embassy, Tehran for tourist visa to join our group Mr. CARPET, dont have enough time. I'm newly hired as Executive Manager Export and Import Department of this company. They are 5 in the group who will go to participate in Domotex EXHIBITION, and I was assign to join the group too, The company provided my ticket and accomodation and my bank certificate, yesterday i went to China Embassy in Tehran, they told me it will take 10 days to issue the visa. I have gone to Ghuangzhou 2 times before. My both passports have validity. Can they issue me VOA in Shanghai? Please guide me. Thank you. Abbas Uy Fereydouni
