About:China Customs Declaration

If I travel to China and buy say 70 pieces of item of clothing that fit into my bag.

Do I need to declare them? Also can i go there with an empty bag and return with a full bag of stuff I bought there?

I'm afraid this amount of clothing may not pass the customs check. It is suggested you send it as a cargo.
