About:China Visa on Arrival

VOA SZ from HK, then out to Macau

Hi, Can I apply VOA SZ from Lou Hu Port HK and then later out directly toward Macau?

You are not allowed to leave Shenzhen, so no (Macau borders Zhuhai which is another city).
