Pakistan Passport holder working on Z type in China

Hi I am Aseem working in china on employment visa in China, I have pakistani passport, how can i apply in China

First, prepare the relevant documents for Macau tourist visa: copy of passport, a filled-out application form, a passport-style photo, financial support proof, flight itinerary, your residence permit in mainland China, and your travel plan. Next, submit the application to Beijing office of Macau government.

I called them, they said I can't submit papers there, I need togo back to pakistan and apply in Islamabad embassy
