At the begining of the Qin Dynasty, there were seven big states, including Qin, Chu, Qi, Zhao, Yan, Han, and Wei, and several smaller states such as Lu, Zheng, Guo, Yu, Zhongshan, Wei, and Cai. Then in the ten years from 230 to 221 BC, Qin Shi Huang unified the seven big states as a whole Qin State.
