About:China Visa on Arrival

Hello, would it be possible to get a VOA at shenzhen then continue onto to Shanghai?

How could I do this?

It’s possible for you to get a Shenzhen VOA, but the VOA cannot be used to visit Shanghai.
If you want to visit both Shenzhen and Shanghai, you should apply for a tourist L type beforehand.
