About:China Visa Application in USA

I am American living in the Czech Republic

Is there a consulate here in the Czech Republic or can my parents back in the US get the visa on my behalf?

Yes, there is a China embassy in Cezch Republic. You should apply from there. If you are now in Czech, your parents cannot apply for you from the US. The address of Chinese embassy in Czech is Pelléova 18, 160 00 Praha 6 – Bubeneč, Czech Republic.
