24 hour transit still applies in Xiamen?

I have a 2 hour stop over in Xiamen on the way Amsterdam - Taipei. I'm traveling with a Turkish passport. I thought the 24 hour transit would apply (Turkish passport is not eligible for 72 hours), but neither the airline, embassy or Xiamen Immigration can confirm this. They all say they are not sure. Any one who can help?

Nazu, in principle, you will be eligible for the 24 hour direct transit in Xiamen.

i'm an Egyptian living in japan, i called the consulate here to ask about the 24 Transit free visa and i was told that there is no such system. i was told i don't need a visa if i would stay in the airport but if if i would like to go out of the airport i need to apply for a visa that costs around 4000 yen

The 24-hour transit indeed seems less straightforward than online information suggests. I have called Xiamen immigration and they said "we may or may not allow Turkish passport holders, it is best if they have a transit visa or a direct flight". XiamenAir would also not allow us to board without a visa. We would only have a 2 hour layover and would not be leaving the airport, but this did not make a difference. We had to book tickets with a different airline...
