Can I go around Harbin in 2 days without buying a tour package?

Yes, you can tour around the city by yourself. And you can arrange the tour in the following way:
Day One: Siberian Tiger Park - Central Street - St. Sophia Church
Day Two: Ice and Snow World - Sun Island Scenic Area
