I applied tourist visa but they required extra condions.

I am citizen of Pakistan. Today 01-02-2017 I applied tourist L type at dubai consulate. But they refused to accept my application. Reason they said I can't apply alone tourist L type, also require invition letter for tourist attested from chonese minostry. For apply tourist L type I require minimum 5 person group.
Documents I submit with application.
1: confirmed hotel booking.
2: airline return ticket.
3: NOC letter
4: Bank statement.
5: Application form.
With all these documents they didn't accept L type application.
