UK passport holder needing a Z visa

I'm a UK passport holder visiting a friend on a T3 tourist visa in Quito. I have been offered a job in China and need to secure a Z visa. I would like to do this without the expense of returning to the UK. However a lady at the embassy told my Spanish speaking friend I cannot do this because I am a tourist even if I have the correct documents from China to get the Z visa approved. I understand meaning can get lost in translation, so I just wish to know if this is correct.

Neville, I think this is correct. If you don't have a residence permit in Ecuador, it's hard to get a China Z visa from there.
