About:144-Hour Visa-Free Transit

We have german guests who will fly in May from Tokio to Shanghai Pudong Airport

and will stay 125 hours in Shanghai and they will fly back from Shanghai Pudong Airport to Frankfurt Germany. Can they use the 144-Hour Visa-Free Transit ?
