What is the minimum period required for applying transfer of resident permit from one city to anoth

Hi am an indian indian citizen, my current resident permit at dalian, liaoning province is completing on 5 th March 2017, in the mean time got an offer in changzhou, jianshu. i need to cancel my foreign expert certificate in dalian and apply for the new one in changzhou, jiangsu province. But my current employer said i can cancel my current foreign expert certificate in feb-20-2017, after that i can apply for new forgein expert certificate in changzhou, i worry whether i can get 1) cancellation of current Forgein expert certificate at dalian 2) can get new forgien expert certificate at changzhou 3) can apply for new resident permit. with in 2 weeks its possible any one please help me
