Eligibility for 144 hour transit without visa program

We fly from Cairns Australia to Singapore then board for a 10 night cruise departing cruise ship in Shanghai for a 3 night stay we then fly from Shanghai to Singapore for a 1 hour transit stop before flying back to Cairns Australia are we eligible for 144 hour TWOV?

Peter, if the last country you come from by cruise ship before entering Shanghai is not Singapore, you will be eligible for the 144 hour free transit.
