About:240-Hour Visa-Free Transit

If my flight ticket is from Bucharest to Shangai with 2 short stops one in London

and second in Hong Kong and my return ticket will be Shanghai-London could I apply for 144 hours visa in Shanghai airport ?????????

You mean you will fly like Bucharest-London-HK-Shanghai (144 hours)-London? If yes, you will qualify for the 144 hour free transit in Shanghai. Nice trip!
