About:Beijing Transportation

My connecting flight from Shenyang to Beijing final destination is South Africa.

Do I need to re check in my luggage in Capital Airport?

Would you provide more details about your airlines?
If both in T2, you need to reclaim the luggage. The transfer procedures are the following:
Flight Arrivals - Baggage Claim - Transfer Procedures - International Departure Procedures
If both in T3, you don't need to do this. Hereunder are the correct procedures:
Flight Arrival & Transfer Procedures - Inspection & Quarantine - Exit and Entry Frontier Inspection - Security Check - Customs inspection - Waiting & Boarding

My Shenyang to PEK flight arrives at T2 and my departure flight leaves from T3, so I'm assuming I have to go to baggage claim upon arrival in BJ then re check in?

Yes, Wendell. You need to reclaim your luggage upon landing and re-check in again after handling the transfer procedure.
