If my friend is an American and want to visit China but He is currently on tour in The Philippines

Does he need visa to China?If yes, what type and is he allowed to apply in Manila?Thanks in Advance

Yes, he needs it to China. He can apply for a tourist L type. If he doesn’t have residence permit in Philippines, I’m afraid he cannot apply from there.
