About:China Visa on Arrival

Thai Citizen visit Hongkong and would like to go Shenzhen for a day trip

I am Thai holding Thai Passport visit Hong Kong. I would like to have a one day trip in ShenZhen.
Can I apply for VOA at Luohu (Lo Wu) Port? I plan to go ShenZhen by Train from Hong Kong.
