Temporary Stay Permit for Overnight stay at Guangzhou Baiyun Airport

Under Item 1 of Visa Free Transit, can a Malaysian Passport holder "ask for a temporary stay permit" for an overnight stay at Pullman Hotel in Guangzhou Baiyun International Airport because this is the closest hotel for a 19hr over night stay ?

If your travel route is country A-Guangzhou-country B, you will qualify for the 24 hour direct transit in Guangzhou, and then you can apply for a temporary stay permit to stay at a hotel there.
