Do I need to make an appointment to submit documents/papers for applying travel document?

Hello, my question is ,do I need to make an appointment on line or by phone or by person, to submit some documents/papers? For example: travel documents. i was at the council general of the Peoples republic of China like back in April.2016. We gathered all the papers we needed and went there ,but ,I think some employees were saying that after certain date, we are suppose to make appointment.i couldn't understand what the guy from the office said because he had a very heavy accents and the place was too loud.
I'm planning to apply the: "travel document" for my second baby. And we would like to know if the procedure is the same or if we need to make appointment first. Hope to hear from you......mako.

Mako, since September 1, 2016, applicants should make an online appointment on the embassy's official website to apply for the travel document.
