Hi, we are travelling Air China to Melbourne transiting at Beijing Capital Airport for 12 hours.

Will our bags be checked through or will we have to claim and re-check?

Are your both flights Air China? If yes, you don't need to collect the luggage and reclaim them again because it is international to international transfer. The correct transfer procedures are the following:
Flight Arrival - Transfer Procedures - Stamped on the Boarding Pass - Security Check - Custom Inspection - Waiting & Boarding
