Does the Melbourne CVASC issue R (high talent) visas?

I've been living in China for 10 years. I was a computer professor at Wuhan and Xiamen universities. I would like to get an R type or better, a green card, as a high talent person. I am an Australian citizen. Can I apply for this R type or green card at the Melbourne CVASC?
Cheers, Prof. Dr. Hugh de Garis.

Year, you can apply for the R type from the CVASC in Melbourne, but you cannot apply for Chinese green card from there.
