About:72-Hour Visa-Free Transit

Hong Kong to PVG to San Francisco

Hi, we are flying from Hong Kong to PVG on 12/28, and then flying from PVG to San francisco on 12/30. We are US Citizens. Can we apply for the 72 hours free visa?
